Without explicit infrastructure governance, predictable failures will emerge. The roster will face capture pressure from commercial lobbying and political interference. Defaults will optimize for convenience and access maximization rather than protection. Large platforms will use acceptance decisions as market power, making certain agreements functionally unavailable. The agent ecosystem will implement variant security postures, creating systemic vulnerabilities. Evidence mechanisms will remain weak, allowing disputes to resolve through power rather than truth. Organizations will implement negotiation interfaces while leaving data flows intact, producing false assurance.
These are not hypothetical risks—they are predictable outcomes of incentive-aligned behavior in systems that treat privacy as negotiable luxury rather than structural constraint. Without these elements, IEEE 7012 will join its predecessors in the museum of well-intentioned standards that legitimized the status quo while claiming to transform it.
